【摘要】:Vaporinhalationistheprimaryhazardencounteredintheuseofchlorinatedsolvents.Thegreatestpotentialforoverexposuretothesesolventvaporsoccurswheretheemployeeisexposedtothehighconcentrationsofvaporthatmaybefoundinconfinedareas.Theseriousnessofthishazardisoftenunderestimatedbythoseperformingthistypeofwork.Thispracticeisdesignedforusebyemployersindevelopingtheirownspecificstandardsforvesselorconfinedareaentry.Manyoftheseareasareconsideredaspermit-requiredconfinedspacesasdefinedbyOSHA(29CFR1910.146).Thedeterminationoftheapplicabilityoftheserequirementsistheresponsibilityoftheuser.Thispracticerepresentstheminimumrequirementsforentryintoanyconfinedareacontaininghalogenatedsolvents.ThispracticedoesnotaddressalloftherequirementscontainedintheOSHAconfinedspacesstandard.Developmentandimplementationoftrainingprograms,recordkeeping,andotheradditionalrequirementsoftheOSHAstandardaretheresponsibilityoftheuser.1.1Thispracticecoversrecognizedproceduresnecessarytoprotectthehealthandsafetyofworkersrequiredtoenterconfinedspaces.Theseproceduresareparticularlyapplicabletoentryintotheconfinedareasassociatedwiththeuseofhalogenatedorganicsolvents.1.2Confinedareasaddressedinthispracticeinclude,butarenotlimitedto:vapordegreasers,coldcleaningtanks,storagevessels,tankcarsandtrucks,vantrailers,shipsorbarges,pitsorsumps,andunventilatedrooms.1.3Thispracticedoesnotnecessarilyaddressentryintoallconfinedspacesnordoesitaddressthedecisionstrategyinvolvedinrequiringsuchentry.1.4Althoughthispracticedescribesspecificsafetystepstobetakenforentryintoconfinedspaces,itisnotintendedtoprecludetheuseofanyadditionalmeasuresthatmaybedeemednecessaryforaparticularsituation.1.5Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
